i would like to know if retimer can be used to transform a video filmed at 25 fps to 24 fps ? ( to give a \"cine motion look\" ).

ReTimer is build just for this purpose. You give the trial version a spin and try it out. It should be a pretty straight forward conversion for the frame rates you mention.
