I have some time lapse footage where upon the camera postion remains constant but there is plenty of action taking place in the shot. I need to place a CG building in the shot.  
 
Can matchmover create a 3d camera for a shot where the footage does not move. Is there anypoint in using tracking software for this purpose?
 
I can track points in the shot but obviously the track points do not move thus not giving the software the relevant infomation to recreate a 3d scene.

If your camera is fixed, looking at a fixed 3D scene, there's no way to get the 3D depth, and you do not need a 3D tracker for that purpose. You can simply insert your feature and orient it in 2D.
