I am in need of a program which will allow me to photograph, digitize and re-create crime scenes in 3D.   Does IM allow this? Is anyone aware of any other software which will allow this?

  Yes IM can handle such projects, as it enables you to reconstruct 3d points and existing 3d shapes, and to measure anything in your scene with good precision (depends on the image resolution).
